Job Overview:
The Department of Treasury's Director of Investment Securities Compliance is responsible for promoting a strategic, compliance program framework for the Department its defined contribution programs focusing on investments and investments related compliance. The Director will develop compliance protocols and support functional areas' efforts to 1) identify, measure and manage risks and 2) develop controls to comply with relevant laws, regulations and procedures. This position directly reports to the Assistant Treasurer of Legal, Compliance and Audit and manages a team of professional compliance staff. At the present time, this position is primarily remote, with occasional required meetings in downtown Nashville; however, the job location is subject to change at the discretion of the Treasurer requiring more frequent work in downtown Nashville. It is anticipated that the Department will return to the office on a limited or rotation schedule in the future. The successful candidate must live in Tennessee.
Key Responsibilities:
• Develop and enhance risk and compliance strategies, policies, procedures and controls to formalize the department's compliance program, focusing on investments and defined contribution program compliance.
• Serve as subject matter expert for all aspects of investments and financial related compliance, including, but not limited to, federal regulatory requirements.
• Support functional areas in their review and analysis of material risks by monitoring internal and external factors.
• Assures the implementation and maintenance of written policies and procedures to support compliance with applicable laws, rules and regulations and reflect best practices.
• Coordinate across Divisions to emphasize the importance of governance, risk and compliance to decision making processes.
• Contribute, as a leader and member of a high functioning management team, to the core functions and strategic initiatives of the Department.
Minimum Qualifications:
• Graduation from a four-year college or university with a bachelor's degree in Business, Accounting, Finance, or similar field of study
• Ten (10) + years of successful employment in legal, risk, compliance, or audit
• Proven ability to translate investment regulatory requirements and operational activities into a workable governance, risk and compliance structure
• Strong analytical abilities, leadership skills, project management skills, and communication skills
Preferred Qualifications:
• Graduation from a master’s degree program
• Relevant professional credential(s), such as Certified Securities Compliance Professional (CSCP), Certified Compliance and Ethics Professional (CCEP), Certified Regulatory Compliance Manager (CRCM), or other relevant professional credential
• Exposure to analytics tools such as ACL, SAS, and/or SQL
• Management responsibility in the institutional asset management environment
