The Contra Costa County Employees’ Retirement Association (CCCERA) located in Concord, California, is offering an excellent career opportunity for a Compliance Business Analyst to join our team. CCCERA is a contributory defined benefit pension plan covering the employees of Contra Costa County and other participating agencies and is governed by a twelve-member Board of Retirement. CCCERA employs approximately 65 employees.

Under general supervision from the Compliance Officer, the incumbent performs operational and analytical responsibilities in support of the retirement system’s compliance program; conducts business process analysis; documents and recommends changes to operating functions of the retirement system; develops and maintains a variety of automated files, records and databases; prepares and distributes new procedures, training materials and a variety of scheduled and ad hoc reports for compliance and management; and performs related work as required.

This class is responsible for serving as a liaison between compliance and CCCERA staff with respect to the consistent application of, and compliance with, standards, laws, regulations and policies that govern the conduct of department activities. Responsibilities require the use of tact, discretion and independent judgment while collaboratively supporting CCCERA department teams and acting as a resource for compliance guidance. The successful candidate will have full and thorough knowledge of the concepts, practices and frameworks of internal controls monitoring and reporting. The Compliance Business Analyst class is responsible for the conceptual and operational aspects of adapting procedures to meet business needs and communicating those needs to CCCERA staff under the direction of the Compliance Officer, which requires that incumbents possess broad and detailed knowledge of department policies, programs and practices.

Examples of Job Functions:

•       Conducts compliance tests under the direction of the Compliance Officer on department procedures, reports and workflow
•       Provides or arranges for the training of staff on procedures used by the departments when a regulatory or policy change necessitates
•       Stays abreast of current trends and developments in compliance system applications and technologies
•       Consults with functional unit management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements
•       Tracks and fully documents changes for functional and business specifications; writes detailed universally understood procedures for permanent records and for use in training
•       Researches and prepares statistical reports using data from computer systems and internal surveys
•       Consolidates information into cohesive and understandable correspondence or other written form for use in management decision-making
•       Conducts change impact analysis to assess the potential implications of regulatory and/or Board of Retirement policy changes and documents new functional requirements
•       Performs related duties as assigned

Qualifications:

Education & Experience:
Equivalent to a four-year degree from an accredited college or university in a field directly related to business administration, accounting or technology and two years of experience in business process analysis, major computer system implementations, project management, change management, large group facilitation, and/or major analytical or research studies. Knowledge of internal control systems, pension administration, GASB and investment management is preferred.

Licenses and Certifications:
Certification in Risk Management Assurance, Project Management Professional or Certified Compliance & Ethics Professional is desired.
