Introduction:

The Council on Dairy Cattle Breeding (CDCB) is seeking qualified contractors to act as certification auditors for the Nominator and Laboratory Certification process. The purpose of this certification is to ensure the provision of quality data to the National Cooperator Database, which is used to generate the U.S. genomic evaluations. CDCB aims to improve genetic merit predictions and facilitate valuable research through accurate and reliable data.

Scope of Work:

The selected contractors will be responsible for conducting certification audits of genomic nominators and genotyping labs to assess their compliance with CDCB standards. The audits will verify that the nominators and laboratories meet the necessary requirements to participate in the certification process. The auditors will evaluate the performance of the labs and nominators against key metrics, ensuring adherence to established guidelines.

Key Responsibilities:

Conduct Certification Audits:

  • Perform thorough audits of genomic nominators and genotyping labs to assess their compliance with CDCB's standards.

  • Review documentation, processes, and procedures to ensure alignment with certification requirements.

  • Verify the accuracy, reliability, and quality of data submitted by the nominators and generated by the labs.

  • Identify any non-compliance issues and provide recommendations for improvement.

Report Generation:

  • Prepare comprehensive audit reports detailing the metrics, findings, observations, and recommendations.

  • Detect problem areas and suggest corrective actions to address identified deficiencies.

  • Submit reports to CDCB within the specified timeframe.

Performance Monitoring:

  • Assist in the development and implementation of metrics to assess nominator and laboratory performance.

  • Conduct annual performance audits to evaluate ongoing compliance and identify areas for improvement.

  • Provide recommendations for enhancing data quality and ensuring continuous improvement.

Timeline:

The certification audits will be conducted on an ongoing basis, as per CDCB's requirements. The selected contractors should be prepared to commence the audits within 30 days of contract award.

Proposal Submission:

Interested contractors are requested to submit their proposals, including the following information:

Company Profile:

  • Provide an overview of the contractor's experience in conducting certification audits.

  • Highlight relevant expertise and qualifications in the field of genetic/genomic data quality assurance.

Methodology:

  • Describe the approach and methodology the contractor will employ to conduct the certification audits.

  • Explain how the contractor will verify compliance with CDCB's standards and assess data quality.

Team Composition:

  • Provide details of the auditors who will be involved in the certification process.

  • Outline their qualifications, experience, and expertise in genetic/genomic data auditing.

Proposed Timeline:

  • Present a detailed timeline outlining the key milestones and deliverables for the certification audits.

Cost Proposal:

  • Provide a comprehensive cost proposal, including all fees and expenses associated with the certification audits.

  • All proposals must be submitted electronically to robert.cooper@uscdcb.com no later than November 30, 2023. Late submissions will not be considered.

  • The submitted proposals will be evaluated based on the following criteria:

  • Cost-effectiveness

  • CDCB reserves the right to accept or reject any proposal received and may request additional information or clarification from the bidders if necessary.
