Job Description:

Description of Duties:

Reporting directly to the Vice President for Research and Economic Development (VPRED), the Assistant Vice President (AVP) oversees the Office of Regulatory and Research Compliance (ORRC) and serves as a member of the Division for Research executive team. While exercising confidentiality, the AVP provides competent and comprehensive research compliance and regulatory administration for the University at Albany (UAlbany) to facilitate its research mission. The AVP demonstrates comprehensive knowledge of international, federal, state, and local regulations governing research activities related to human and animal subjects, animal welfare, export controls, research integrity, conflict of interest, and special data requirements and security oversight for projects. The AVP develops and implements institutional policies related to all applicable regulations for each of the topical areas and then communicates the information to the UAlbany research administration, faculty, staff, and students as appropriate. The AVP is responsible for expanding the ORRC services to researchers at the College of Nanoscience and Engineering (CNSE) due to its reunification with UAlbany and for creating the Regulatory Affairs and Research Protections offices.

Responsibilities include:

  • Ensuring compliance with international, federal, state, and local regulations governing research activities related to human subject research, animal research, export controls, research integrity, special data requirements and security oversight for projects.

  • Supervises ORRC staff in the coordination of research-related conflict-of-interest process (COI), ensuring that certifications and related Citi program training are up to date. Reviews submissions while maintaining the confidentiality of the information provided. Works with Sponsored Programs Administration (SPA) and Enterprise Risk Management representatives on initial reviews of disclosure and facilitates the process for further committee for review and development of management plans where appropriate.

  • Responsible for developing a comprehensive and clear oversight program for activities involving export-controlled technology and information. Supports and manages the review of export control matters, such as commodity classifications, export license applications, and assessment of needs to individuals coming to the University under temporary resident visas.

  • Develops and implements institutional policies related to all applicable regulations related to each of the topical areas and communicates the information to the UAlbany research administration, faculty, staff, and students as appropriate. Provides support and analysis on regulatory compliance requirements, issues, and best practice. Support includes the provision of guidance in the design, development and enhancement of processes and controls to effectively manage and mitigate compliance risks.

  • Management and supervision of staff in the offices of Regulatory Affairs, Research Protections, and Laboratory Animal Resources to ensure the rights and welfare of human and animal subjects, used in research and education, are protected throughout their participation in research and education projects.

  • Manages the development and execution of the responsible conduct of research training programs, including reviewing proposed training materials, drafting training materials, and conducting training of researchers and ORRC staff, as needed.

  • Represents the Division and University on matters of regulatory and research compliance including preparation of reports and communications with regulatory agencies.

  • Assists the VPRED/Institutional Official in responding to allegations of non-compliance and research misconduct and works with UAlbany staff as necessary to investigate issues and come to resolutions.

Requirements:

Minimum Qualifications:

  • Graduate (Master's or higher) degree from a college or university accredited by the US Department of Education or an internationally recognized accrediting organization, plus 5-7 years of experience in statutory and regulatory interpretation and application in an established institutional compliance and administration program

  • Experience in dealing with federal/state regulations

  • Experience in the design of compliance monitoring

  • Superior leadership skills with emphasis in staff supervision and mentoring, particularly during a time of organizational transition; strategic thinker

  • Must be analytical and have strong problem-solving skills

  • Excellent verbal, written and interpersonal communication skills with demonstrated ability to articulate complex regulatory, contract, and compliance issues

  • Ability to use discretion and maintain confidentiality when addressing sensitive issues and/or noncompliance investigations

  • Ability to develop and implement strategies to meet goals and priorities

  • Able to be engaged in the profession and participate in professional organizations through active membership and external presentation

  • Ability to communicate and interface professionally and sensitively to all stakeholders

Preferred Qualifications:

  • Juris Doctor

  • Prior experience in Higher Education

  • Experience in international privacy rights and obligations

Additional Information:

Salary Range: $140,000-$165,000
